UPDATE: The Punjab & Haryana HC has dismissed this petition as HSSC stated that these vacancies are for years 2021-22. So the Haryana Police constable hiring will move forward as planned. And things went as I put out in this article about future possibilities that HSSC would need to produce a solid reason – and that’s exactly what has happened. The reason given by HSSC is indisputable. Here I’ve kept the article as it is.

Haryana Police constable hiring may be cancelled on any day. In Jan 2024, HSSC announced recruitment for 6,000 Haryana police constable posts. Out of these, 1,000 vacancies were for female candidates. However, it seems the new court case will delay or cancel this hiring drive.

Recently, UP chief minister Yogi Adityanath directed cancellation of The UP Police constable bharti “to maintain the sanctity of screening process for recruitment”. Given the pressures governments face to conduct fair recruitments chances are Haryana police constable hiring can be delayed or canceled.

Due process not followed for Haryana Police constable hiring

As you already know, one of the main qualifying condition for the 6,000 Haryana police bharti was that the applicants should have Haryana CET qualification. This angered a lot of students as it meant that most fresh students would not be able to apply for this job.

It is important to note that the last Haryana CET exams for Group C posts were conducted in November 2022. Ideally the government should conduct these exams at least once a year. So, HSSC should have conducted the next round of Haryana CET exams by November-December 2023. However, there is no notification at all regarding Haryana CET exams 2023 or 2024 till date.

Three reasons Haryana Constable exams can be cancelled

  • The reason #1: students who passed 12th exams in 2023 didn’t get a chance to appear in any CET exams
  • The reason #2: students who want to improve their scores of CET 2022 couldn’t, as there were no Haryana CET exams 2023.
  • The reason #3: this is an election year. No Govt would risk angering a large mass of voters for any lapses.

On top of it, as you might know, a case has already been filed in the Punjab and Haryana High Court to cancel the Haryana police constable exams because the proper notified process was not followed for these exams.

So to maintain the sanctity of the screening process and to have a fair and reasonable process of selection (which is a fundamental right under Article 16 (1)), chances are that the Punjab & Haryana HC cancel this.

Although in UP, the announcement was made by CM Yogi himself. So it is very much possible that Punjab and Haryana High Court or CM Khattar may stall or delay or cancel this recruitment process. And come out with new guidelines.

What are the future possibilities?

  1. The Haryana Police constable exams will be go as notified – and HSSC comes up with a solid reason why CET 2023 wasn’t held (and court is convinced).
  2. New notification may come out for CET exams first. And then students who clear the new CET will be called for further Haryana Police constable process
  3. A one-time exception may be allowed for everyone to appear in the exams

Conclusion

What exactly will happen remains to be see, but one thing is for sure that HSSC is going come under a lot of fire for not conducting CET 2023 and calling for a huge vacancy. So I’ll advice you to start preparing for Haryana CET as it’s a matter of time before its notification is announced.
